Installation Issue with IE9, Etc.

I'm having two issues which may or may not be related.

A day or two ago I noticed that my IE9 was no longer working. When I go to click the IE9, nothing happens. I decided to just uninstall it, but IE9 isn't even listed anywhere on the uninstall list. I try to download it off Windows Update, but it gives me the Error Code 9C48 message. I try installing IE9 directly, it tells me "Setup can't continue because a more recent version of Internet Explorer is installed on your computer."

And now I'm also getting the Error Code 643 when I try to install Security Update for Microsoft Visual C++ 2008 Service Pack 1 Retribution Package (KB2467174).

I don't know if this issue is related or not, but another program I've having trouble with is Logitech. When I go to uninstall it, the setup screen is blank. When I try to just install it, the same issues occurs (the setup is blank with no click-able buttons).

I'm more concern with my IE9 issue. I feel like this is leading to something else.
