Installed new hdd and turned on PC get Bootmgr is missing error???

Just replaced a failed hdd on my desktop and received Bootmgr is missing error restart the PC

I went into my BIOS to boot from DVD installed my original W7 disc and it didn't load
I still received the same Bootmgr is missing error.

Any help in addressing this problem would be greatly appreciated
