Intermintent Program Not Responding Issues

I to am having the "not responding" problem. I get it intermintently in every program I run. I Have a I recently upgraded my MB, CPU, PSU, Memory etc. This what i am seeing in Event Viewer.

EVENT 510, ESENT

Windows (2700) Windows: A request to write to the file "C:\ProgramData\Microsoft\Search\Data\Applications\Windows\Windows.edb" at offset 137428992 (0x0000000008310000) for 32768 (0x00008000) bytes succeeded, but took an abnormally long time (60 seconds) to be serviced by the OS. In addition, 6 other I/O requests to this file have also taken an abnormally long time to be serviced since the last message regarding this problem was posted 966 seconds ago. This problem is likely due to faulty hardware. Please contact your hardware vendor for further assistance diagnosing the problem.

Anyone have any suggestions?

So you get issues with every program you run? I wonder if you have a hard drive issue. This could be causing your sluggish "not responding issues".

Voltage 5 8.27 Volts [0x5E] (+12V). This reading if it is to be believed is low, the 12 volt supply is only 8.27 volts.
This is either a bad power supply or an error in reading voltages.
If the 12V rail was low it would cause issues with hard drives and cd dvd drives. You may want to measure the voltages with a DC volt meter on a spare hard drive connector and verify you have 12 and 5 volts. Yellow is 12v Red 5v (sata only Orange 3.3v). Try another power supply.
You could enter the bios and under the hardware tab check the voltages there, if the 12volts is around 12V +- 5%
Then everything is OK voltage wise and it is just a read error in the software.
If not then I suspect you may have a virus or malware infection rather than hardware.
