Internet Diagnostic Service not executing.

Changing it, the ipconfig /all showed that instead of "169.254.4.105" the automatically configured IP address is "169.254.87.71" but it didnt resolve the problwm of connecting to WiFi's nor that of the Internet Diagnostic Service not running.

Sorry that I was not clear. I meant for you to change the IP to one that would normally be assigned from the wireless access point that you are connecting to. I really doubt that the wireless access point is assigning IP addresses in the 169 range.

If you have another device (perhaps a cell phone) that does work when connected to the same wireless access point, then see what IP address that device gets from the wireless access point and manually assign an IP address near that IP.

For example, if the phone gets 192.168.0.4
then manually assign the laptop 192.168.0.5

You will probably need to set the other fields* to be like a device that does work.

*subnet mask
default gateway
dns

These manual settings are just for testing the network adapter. Maybe GokAy or others know how to fix the main issue that you are not getting these IP addresses automatically configured.

Was it alright for a while? Did you try adding the services accounts to administrators group yet?

The error (0x800705B4) is mostly mentioned with Windows Defender. But I have seen one of a W32TM service issue when a certain port is blocked and it is possible that some ports are closed in your network. Is it possible to test your PC in an unrestricted place?

The problem never got sorted, I just had to move all my files to external HDDs and use them on a PC for work.

I use my laptop in 3 places normally - work, home and a public library. My home WiFi is only restricted on the usual sites due to my kids so that is the only restriction I have on it. As for the other two, I am presuming the public library WiFi has restrictions like that too, just as my work should.

Yes, sorry. I did add the localgroup commands but was given an error. It went along the lines of "group not found". I'll get the actual message later today.

Seeing as I have saved all my necessary files (documents, pictures, program installers, etc.) would doing this fix the problem maybe? I have been thinking about changing my Windows version of just getting a new installation disc for my Win7 and seeing if doing a wipe&install would fix my problem.

If you have your files any kind of install will hopefully solve the issue.

What do you mean by "changing Windows version"? You can't install, say, Pro with a Home Premium key. You can upgrade for free to Windows 10 if you wish but it is still too soon if you rely on your laptop.
