Internet Explorer 9 won't install update Error 9C48

I have a Windows 7 Pro 64bit computer that won't install an update for Internet Explorer 9.

Hello, I tried to upload the zipped CBS folder but it failed twice. I just looked and it's 22mb and I saw somewhere the limit is 10mb. Here's a snippet from the Checksur file;

ALL the requested data, please!

Split out the older CBSPersist cab files from the archive, and upload them separately.
The size limit for Zip files is around 8MB

I only have limited remote access to this computer so you can go ahead and close this thread. I won't be able to get the information you need any time soon so we will just rebuild the computer. Thanks for the help.
