Internet is now extremely slow.

Hello! I have Windows 7 Home Premium 64-bit and lately the internet has been EXTREMELY slow.
I was downloading at a maximum speed of 69kbs! I unchecked a few things in msconfig in the boot and services tabs but nothing... Then I uninstalled AVG and I got it to download at 199-207 kbs but the thing is that in my other laptop running Windows XP I download at around 370kbs or more, but never less than 360kbs!
I really don't know what to do from now on or what the issue might be. This problem happens with both LAN and WLAN connections.

Any help will be really appreciated!

No, this doesn't happen on certain hours, it's all the time.
I'm connected to one of my two home connections, they are from different ISPs.
I use one and the other one is generally unused unless my dad decides to turn on his computer... but this problem happens on my laptop with both connections.
The Speedtest.net test is useless because it always shows a perfect result but the performance is a totally different story.

About speedtest.net, Same as I mentioned above. I get perfect results on speedtest, and my internet performance doesn't improve at all even if I turn off firewalls, antivirus, close everything, etc.
Safe mode with networking worked good and that is when I realized that AVG was causing the problem. Either way in normal mode AND in Safe mode my internet speed reaches about 210kbs... but not the 370+kbs I get in my other Windows XP laptop.

I scanned the whole system for viruses in AVG and MalwareBytes Anti Malware, both completely up to date and found nothing.
I also ran checkdisk with recovery of bad sectors just in case. The drive is always defragged and cleaned up, barely any temp files.
The issue happens in any browser, IE, FireFox, Chrome...
It's not my router nor my modem... People have mentioned it and I thought about it in the first place but nope... I narrowed it down to this: It's only an issue on my computer, on my Windows 7.

Anyway, I'll try that IE Reset you mentioned! I'll see how it goes! Thanks a lot guys!!

Bump. I tried that reset on internet options, it didn't change the issue it all. At least not noticeable.
Might the rumors be true that Win7 has issues with internet speed?

Thanks for the output, it looks good. It might help if you change the DNS to Public DNS's, try the Google ones.

Changing the wireless mode as I can see you have the B/G/N, usually this is default to a mixed mode, you may change this to N or G/N from the Wi-Fi setting itself or from the router. Careful though if you will be fiddling with the router setting please inform everyone that's connected to your network about the experiment and changes that you are about to do.
