Internet slow on Windows 7

Ok so here is the problem, i installed a fresh copy on Windows 7 32-bit edition Build 7600 on my pc(previously i had XP) the problem is my internet DL speed is running really slow, i have a webstar dpx 120 cable modem and before on XP my DL speed was ~3-3,5mb/s no its just a mere ~700kb/s, i dowloaded all the latest drivers (also for my modem) and booted my computer in safe mode+ networking and even there the problem remained...i have reset my modem several times, with no change in the speed?? if anyone could help, i would be really thankful.


My pc specs:
MB: gigabyte ga-ma770-ud3
proc: AMD phenom II X3 710
ram: 4gb
HDD: wd 500gb
Windows: 7 ultimate 32bit,build 7600
network adapter: integrated Realtek 8111C chip

I typically get lower speeds unless I use a download manager.

My favorite is FlashGet 1.9 (Not 3.3)

ok, but its not only when downloading files, surfing the net (which also is basically downloading the pages) is slow too,and it was not just a day ago, when my pc had windows XP. I ran a couple of speedtests and they all show my DL speed between 500-1700kb/s,when they should be 3,5mb/s, however upload speed is normal...
