I agree, a bad PSU could cause this as well. I would run to a local computer shop and either have them test yours, or see if you can buy a new (good) one and return it if you don't need it.

Then, (if that fails) it could be the card.

As mentioned in the first page of this thread, I haven't seen a powersupply connection to the card give people weird artifacting on the BIOS level screen. Usually this is an indication that a chip has fried on the card. Normally, if power was the case, the card wouldn't function at all versus looks like it is functioning, but putting up weird artifacting.

If anything, the power supply might have been the source of the frying, but hard to believe.

How I would proceed at this stage -


1. Run Memtest86+ and Prime95

http://www.sevenforums.com/tutorials/100352-cpu-stress-test-prime95.html (run the Blend test as well as the Small FFT test)

2. If they both pass, replace that PSU

3. If you still get errors after the PSU replacement RMA the Graphics Card.

4. If you still get errors then - RMA the motherboard.

Agree with reventon, this is the best testing method.

Mediocre quality PSUs have been known to burnout hardware, Graphics cards, RAM, Motherboards, sometimes all at once.
Better safe than sorry.
