Is my system underclocked or overclocked?

800mhz X 4 would be 3.2ghz or am I wrong? My CPU is rated for 2.8 and I haven't overclocked anything yet.

I would like to overclock my ddr2 1000 ram to 1033 because my motherboard is only reading it as 800 right now. What would be the best way to go about this? This is the first time I've tried to overclock anything.

Wrong

800mhz is the same speed across all cores. At idle, the CPU lowers it's clock speeds and voltage as a power saving measure.

Under load is when you'd see 2.8Ghz x4

In the BIOS. I'm not as familiar with AMD as I am intel, so unfortunately I can't tell you were to look exactly.

In that case, I suggest reading OC guides that pertain to your board and CPU.

Thanks! Yea I was reading about the "cool and quiet". I tried setting it up in the motherboard. Unfortunately the only way to do it is to set it to manual, but you have to overclock everything even if you just want to overclock the ram. Doing it this way and setting everything at the lowest my system wont come up.

Try disabling Cool'n'Quiet. Go to your base clock frequency and try raising it in 5MHz increments untill you can't boot, then back off that by 10 MHz. That will over clock you RAM and CPU. try to keep the NB around 2000MHz.
