issues opening .tif through outlook

Opening .tif through outlook and get the following error message:
Unable to complete operation. The file C:\users\username\local\microsofto\windows\temproary internet files\content.outlook\jd0basd\vvvv.tif is locked exclusive use by another user. please try again later.
