Java Script is Turned On...still geting error. plz help

Hello. I'm new to the forums. I've had java for about a month or 2 and last week i turn the computer on and some of my programs and websites give me an Error message saying

"Error
JavaScript is required to use this product. Please enable JavaScript in your internet explorer security settings and restart the application"

well i did some research. i went into my options/security/ and turned JavaScript on and allow something script. then i updated my adobe flash and updated my java which are all things that i have found that help other people. well i do all this and i still get the message telling me to turn java script on. well it is on but why does it say its not.

Please help.
