Lag when watching HD videos

It just started to do this after i installed windows 7, in vista they were silky smooth

Ok for some reason videos in HD will lag out randomly like crazy when I watch them, the weird part is that only about 50-70 % of my dual core processors are being used. I can watch about 10-15 minutes then it starts lagging for about 5 mins then it goes back to normal. Its so random and its not even using up 100% of my processors. What should I do?

Check the cpu usage in the rainmeter tool. Help!
