You know how you hold down the "down" key and it scrolls down on a page? mine just suddenly quit doing that.. i held down "down" key and it only scrolls like 1cm (you know what i mean).. and as i was typing, it would miss out letters if i were to type"qwertyuiop" normally, it would type "qwtyp".. something like that.. did a restart and problem was gone.. why did that happen and how can i prevent it? or is it time to do a refund / return/ exchange? this is the 1st time it happened.. thanks
LAPTOP: HP PROBOOK 4530s

Sounds like you just hit a key combonation inadvertently while typing which caused the problem. That's the problem with laptops, some keys do double and triple duty because of being so compact. To verify issue you can contact HP and see what they say and make sure everything is as it should be.
