Solved Looking for any advice for high CPU Core Speed

So I am coming here to see if anyone may have some insight to what I have been seeing on all my systems.

Asus P6T Deluxe v2 with Core I7 920 DO
Asus P7P55D Deluxe with Core I7 870
Asus P8P67 Pro (rev 3.0) with Core I5 2500k
AsRock H77M with GM870

Here is what I found out. All my systems are at stock settings in the BIOS, no overclocking. So I was wondering one day about some stuff and I opened CPU-Z to find out my Core Speed is max'd on all systems. The 920 turbo max is 2.93GHz and that's where it is at. The 870 max turbo is 3.6Ghz and that's where it is at, and so on with the rest. So I turn turbo off and then everything drops to stock core speeds.

I ran several anti-virus checks; Kaspersky RD, Hitman Pro, Malwarebytes, Avira RD, etc. even with boot virus checks and nothing comes up.

So then I went in to safe mode and CPU-Z states that all is at stock speeds. Rebooted, turned on turbo, rebooted to safe mode and still same readings. But if I reboot to a normal start up, all the various CPU's I have are all on turbo.

Does anyone know what would be causing this? I already uninstalled my anti-virus completely and still high speeds. All systems are Windows 7 Pro 64-bit, some with SSD's, some with mechanical drives.

Just kind of wondering what could be causing the high core speeds. Oh, also C1E was disabled; same results. C1E is enabled again. So just looking to see if anyone else may have seen this or can ask me some questions to maybe find the root cause. Thanks

Okay...is this actually causing issues? I mean if the computers are working...don't fix what isn't broken. But it might also be, you have power management turned off, thus the CPUs will run at their fullest all the time. Often referred to as Performance States (P#), or Intel SpeedStep.

Well, the P7P55D system failed and got the BSOD and after researching I narrowed it down to the voltages. With the following on

Speedstep = enabled
turbo = enabled
C1E = enabled

The CPU speed was too much for the voltage so I had to manually increase the voltage and finally the system has been stable again. Been running for 12 hours with no BSOD. But as mentioned, if I let my systems idle for 30 minutes and then I come to look at them, they are still running at their highest turbo speed. According to the Intel website and technology video, this should not be happening as since there is no demand, it should drop back down to the stock speeds. At least that's what their website video stated about Speedstep and Turbo.

Is that power management in the BIOS or in the power settings in Windows 7?

Thanks logic, I found the power management. So let me ask you, what are yours set to? I see a min and a max.

Made those adjustments and now at idle the CPU for me is normal. Tahnks again.
