main basic features on windows 7 have stopped functioning

hi
my computer recently suffered from start up issue which i resolved a week ago, and untill yesterday it was working fine. this morning when i started my PC i encounter a list of problems.
1. background and theme had been reset
2. start menu had been cleared of applications
3. when i right click and click on the 'new' tab the tab just says (empty)
4. i can no longer pin items to the task bar and all of my original shortcuts have been removed
5. can change basic folder settings like making hidden files visible
6. some of my recently installed applications don't show up under all programs
7. some of my start up services don't starts up like steam and orgin

the computer is still usable i can get around them by using desktop items
is some one could please help it will be great
other wise i will have to reinstall windows... again...

What is the version of windows 7? It may say in the bottom right corner of the screen "build 6100" or something.

no theres no text in the corner of the screen. it all seems quite normal other than those faults.
but my build is 7601.

OK, just though I'd rule that out.

I'm still researching, but so far my guess is damage to the registry.

is there any way to test the registry or may be restore it. i did try and run the windows repair installation but it stopped be after the windows files were extracted.

You could try running sfc
1. In the start menu, type "cmd" into the search menu
2. Right-click on "command prompt" and click "run as administrator"
3. In command prompt type "SFC /SCANNOW" and hit enter

It will try to repair any errors it finds and then it'll ask you to restart.

By the way, did you by any chance use a "registry cleaner"?

I've ran all of the scans successfully
but every time i run the windows installation it will do the first parts (extracting windows files..ect)
but when it restarts to install windows it keep saying to was un able to complete the installation and
reverts back to how it was.

i checked my action center and it says i need to remove a Win32/Small.CA virus.
could that have caused this?

The first steps I gave you were to disinfect the OS before attempting repairs. Did you run Malwarebytes and what were the results?

Did the Action Center link suggest a tool to remove the infection it claims you have? Is it possible this is an infection which has since been cleaned up? I would ask in our Security section for specialized help to insure its' removed.

Are all of your Important and Optional Windows Updates installed?

You can proceed with the repairs, or delete all partitions during a Clean Reinstall - Factory OEM Windows 7
