Make windows to not remember the volume levels

Is there is some way to make windows to not remember the per app volume settings.
I like it that I can adjust the volume for every app but I don't like it that windows remembers the settings I set(next time I start the same program,the old settings will be applied)

For example I mute some program and then close it after a while and the next time I start it,I start to wonder why there is no sound until I check the status in the sound mixer.

That is a function of the individual programs.

I'm talking about the windows sound mixer,not the feature a program have to change the volume.
Lets say you start some program that is outputting sound and have no way to reduce it(from the program).Then you mute the sound of that program by using the "windows sound mixer"
C:\Windows\System32\SndVol.exe
When you close and start the same program again,the program will still be muted.

I really don't see how this is related.
I'm going to repeat myself
1.Start your web browser and some youtube video for example
2.Click on the speaker icon in the tray and then on Mixer
3.Mute the sound of the flash player(or the browser(depending on how the flash player works))
4.Close the browser,open it again and try to play some video....the sound will still be muted

I want to prevent that.

I think you are going to have to manually unmute it, if you happen to mute the sound and forget to unmute it.

I tried it with mine (I.E.11 and flash player) on youtube and it remembered the last setting, so its not something specific to your system.

There must be a registry key you can use to set the system volume to say 50% or even a script or batch you can run on startup to reset that key to default level ?

NirCmd - Windows command line tool
has options to increase and decrease volume on startup and also to switch mute off(but may reverse current state ie mute if not already ??)
