Maximized panes only take up top half of the screen

Windows 7, 64 bit
When I maximize any application it fills the top half of the screen and I cannot get it to fill the entire screen. Also all desktop icons are now on the top half of the screen as well. When I try to drag them to the bottom they go right back to the top half. Software or hardware was not changed, went home with it working and the next morning it was doing this. I did not see any threads for this problem.

Please post a screen capture of your desktop.

To post a picture here, do the following:

Press Print Screen, this captures a image of the Desktop to the Clipboard.
Click Start, type mspaint and press Enter.
Press Ctrl+v to paste the picture in to the MS Paint window.
Click File then Save as and save it to your Desktop.

Use the Paper Clip icon next to the Smiley face icon to upload the picture here and add it to your post.

Rightclick the desktop and choose Screen Resolution, change it to a different resolution, save, and then change it back.

Rightclick the desktop to choose Refresh.

In Device manager uninstall the Display adapter, reboot so it will reinstall itself. Change?

Did you use the Windows magnifier? If yes, run it again and close it properly.

Or did you resize the taskbar? If yes, try unlocking the taskbar, then resize it to fill half of the screen and then resize it back to the original size and lock the taskbar.

These are the only instances I can think of when icons and open windows are resized/change position.
