"may not have the appropriate permissions" issue

Recently loaded free AVAST to laptop (basic gateway, 4 G, Windows 7 home premium 64 bit).

Tried to update flash player and get this message:
Windows cannot access the specified device, path or file. You may not have the appropriate permissions ...

Tried it as admin, same message. Checked users permissions and have full access.

Wondered if connected to AVAST download, turned it off and same issue. Deleted it and same issue.

Had tried updating some other programs on this laptop and got the same message.

The issue may be caused by an MS Update. If you have KB3004394, uninstall it and check the results.

Nope, did not find that update in the list. Checked it twice, just like santa.
