Solved Missing Iconcache.db, white icons?

hey seven forums, for a few weeks now my icons have been looking like a white paper. some of my icons and shortcuts have their icons still but not most my icons :cry: . This has been happening for a while now. I
I scoured through the internet looking for a fix, and most involved the iconcache.db in
%userprofile%\AppData\Local . But Its not there?!?!?! (I have "Show all hidden files" enabled. I tried rebuilding but still no success. Where is it? Why is it not where it's supposed to be? Is it being deleted for some reason? why can't i rebuild it?
Anyone know a solution?

NVM FOUND A FIX
Go to 'Start' open run command, type in Regedit.
In the new window of Registry Editor go to HKEY_CLASSES_ROOT\exefile\shellex and delete the subkey/folder 'IconHandler'

Problem solved, have a nice day!

Too much info.
Instead of Doing this Type Cmd in start Menu Right Click Run As ADMIN and copy and paste the following

taskkill /IM explorer.exe /F
CD /d %userprofile%\AppData\Local
DEL IconCache.db /a
shutdown /r /f /t 00

Save and Close all Open Work Before Doing this if Computer does not restart after pasting Just Press you Will restart once restarted all icons should be normal

yes I have tried everything mentioned in this thread.After trying your solution a couple icons did change,but not to what they were,just to another generic icon.Ive read a few forums and tried a few things but nothing has worked.I am not very computer literate so i may be doing something wrong,but i follow all steps exactly as shown

Missing Icons - Rebuilding iconcache.db and other "fixes" Don't Work

Win7 & Windows/Installer Directory Contents

Contrary to common posts on many sites, do NOT delete, move to a sub-DIR within the C:\Windows\Installer directory, ANY sub-DIR or individual files from the root of the Installer DIR. At first you won't see any changes, but over time the icons in your Taskbar, Start Menu, and Programs & Features will turn generic. This anomaly is NOT limited to only Microsoft installed Apps, also affecting many non-MS Apps.
I did this and it drove me nuts searching for the Root Cause, which I finally found and state here.

For those obsessive-compulsive perfectionists like me, LET IT GO! Hard drive's are one hell of a lot larger and WAY cheaper than when I began my career decades ago. It is not worth it to spend time on constantly being a "neat, organized" IT freak. Trust me. I've been doing this for so long that I have forgotten MUCH more than many of you will ever learn! .,.. Just Kidding! :-)

I have a problem. when I try to delete the "IconHandler" it show's me Can not Delete "Icon handler" error deleting key
