Solved MULTIPLE problems with Screen Resolution

Sorry for the long long story, but I'm just saying that I tested out almost every method I could find and yet still am stuck. Please bear with me..

So today, I got out an old PC (not that old, but 4+ years old) and set it up for personal use. The PC itself isn't that bad, I just replaced it with a new one and set that one aside for a year or so.

The PC is not connected to the internet (although I can manually plug cables in and do so, if needed).

So, as soon as I booted it up, I noticed that the screen was like this: (https://i.imgur.com/3VvOeY1.jpg). Big black bars on the sides of the screen. I immediately knew that it was a resolution problem, and went over to the "Screen Resolution" section and looked at the "Resolution" slider. The slider is maxed at "1600x900(recommended)" size and won't go any further. That is not my screen size. I tried every slider setting under 1600x900, and none of them fit my screen. It just gets smaller every time with bigger and bigger black bezels.

I went into "Advanced Settings". "Troubleshooting". The "Change Settings" button is greyed out. OK, that's normal. Some PC's do that.

So I went to the Intel Graphics and Media Panel and pressed on "Graphics Properties". Error. "GfxUI has stopped working". The same message pops up when I right click on the desktop and press "Graphics Properties".

I looked it up. Supposedly it's a problem with the .NET Framework. They told me to enable it at "Enable/Disable Windows Features", so I went there and tried it out. I tried checking it, unchecking it, and leaving it filled. I restarted after every change. Nothing worked.

Then they told me to go to "Uninstall Programs" and uninstall .NET Framework 4 (although on Windows Features it says .NET Framework 3.5). OK, I can re-install it by using a different computer or just connecting it to the internet.

But I couldn't find it. It's not there. Nothing even vaguely similar to .NET Framework is on the "Uninstall programs" window.

I'm stuck. What do I do? I've been on this problem for an hour and a half, and it's getting very frustrating. How can I fix my screen??

EDIT: It turns out that the problem was the monitor ITSELF, not the PC. I went into the monitor settings via the buttons on the side, and changed the aspect ratio from 3:4 to Wide, and it worked. I feel sort of dumb now, but at least it's solved!
