Please try as follows.

Start the Registry Editor (regedit)

Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

Double Click on "PowerdownAfterShutdown"

Change it to "0" if it is "1" or Change it to "1" if it is "0".

Restart the computer and after it has restarted, shut it down again.

Did this help? If it didn't then please restore the value to the original one.

Bad luck. First let us know if the original value was 0 or 1 and that you have restored it.

Please carry out a virus scan on your machine to see that it is free of malware.

Next there might be a hardware device that doesn't have permission to let Windows shut down. Some of them are the Firewire/IEEE1394 or USB controllers.

For this please open the Device Manager.

Find the Firewire and USB host controller entries and open the category to get the list of devices, Look into the device properties and make sure the box is checked that says "Allow the computer to turn off this device" if this option exists.

If this also doesn't help then we have to look elsewhere.
