my cpu temp is 90-100 and the only thing thats open is firefox and chrome. Is this normal

It is high, read Intel Xeon e3-1230v3 too hot? [Solved] - Intel - CPUs

Ideal temps:
30-40C idle 0-10% load.
40-45C browsing/ streaming 10-30% load
45-55C medium gaming/ video converting 30-60% load
55-65C heavy gaming/ vfx/ video rendering 60-80% load
65-72C super heavy usage 80-100%

Those are with a stock or very weak cooler, reduce 5C for a powerful CPU cooler. 10C for liquid cooling.

Check whether the heatsink is seated firmly and that the fan is spinning. Did you build this PC yourself? What was the temps before?

I dont know what the temps were before I just detached and reinstalled the heatsink however I dont have any thermal paste at the moment. Could the fact that there is no new thermal paste applyed to the heatsink cause issues. I checked the temps after trying to play a game and realizing it was going sluggish. I am going to try and play the same game and see what happens I just assumed it was the cpu temps that caused the lag in the game? When it gets hot can that cause changes in the smoothness of gameplay ?

Yes of course, high temperatures (every CPU model's high is different) will throttle the CPU in order to eliminate damage. Lack of a thermal paste will affect temps but shouldn't be as high as your case. Definitely try re-seating the heatsink.

Do download HWInfo and start with sensors-only. It will show you if any throttling occurs.

I booted up my pc this morning and here are my temps on idle with nothing open besides chrome. I am going to play around with it for a full day today and give you guys the results at the end of the day. I restocked or should I say reinstalled my heat sink yesterday. I noticed that when playing dota 2 my cpu would stay between 97-100 degrees and never went over 100. However I am sure that's unsafe going to start the day doing basic things like browsing, then move into some cg artwork then maybe a game or two to see what happens. Thanks for all the advice I have gotten so far it has really helped.

Another key thing is that I have a non stock cpu cooler that I have yet installed I attempted to install it yesterday however. I know that metal is not supposed to touch my mother board in the video I have linked below for the installation of the cpu cooler at the 0:26 mark you will see that the installation process involves a little orange ring that is applied to the top of a screw before installing the heat sink I wanna know if I don't have that little orange ring around the bolt as illustrated in the video will I still be able to install my heat sink. Like I said I am thinking that since I don't have that orange piece the metal from the bolt would be touching my motherboard and fry it. Please correct me if I am wrong.

No I do not excuse me if I sound uneducated on the matter but however when it comes to cpu temps. I do not know what is a good and bad range beyond the information that was posted, earlier in the thread regarding cpu temps for my cpu. Therefore I don't know how to use the information you have given me this is new to me and I am just doing research so I know how to solve my issue and become more knowledgeable about the topic

That's why LBB said don't use the machine until you sort the cooling out and properly apply thermal paste.

Generally, though, your CPU shouldn’t be running at anything greater than 75C/167°F.

exactly I am going to get thermal paste and I also wanted to know if I am able to install my cpu cooler after considering the information I gave in my earlier post where I linked a youtube video showing my concerns. With the installation process.

Yes there should be a rubber washer on the back of the mounting bracket as a spacer between the bracket and back of the board.
