right click on the toolbar... unlock... drag the top of the toolbar down to make it smaller, then lock it again (right click).

is it a touch screen?
windows will make it bigger for touchscreens.
have a look in system properties (start > right click computer > properties) and see what it says beside 'pen and touch'
im not sure if a tablet will also cause it to resize
