NEED HELP NOT CHARGING W7 Home premium

When I try charging my laptop it says ...% Not charging Please help I'VE REPLACED BATTERY AS WELL

Have you tried clearing the residual power by removing the battery and holding the power button down for thirty seconds or so then replacing the battery?

Hi I have a new HP laptop that show connected, not charging. I found this to work.

Disconnect AC
Shutdown
Remove battery
Connect AC
Startup
Open Device Manager
Click the plus (+) sign next to Batteries category, right-click All of the "Microsoft ACPI Compliant Control Method Battery" listings, and select Uninstall In the "Confirm Device Uninstall" dialog box, click OK. (it’s ok if you only have 1 of these listings).
Click the plus (+) sign next to System Devices.
Right-click the “ACPI Fixed Features Button" and select Uninstall. In the "Confirm Device Uninstall" dialog box, click OK.
Shutdown
Disconnect AC
Insert battery
Connect AC
Startup

This method may help, but I would recommend my method first. Getting into the devices and reconfiguring them should not be the very first step you take.
