>NET corrupted with Quicken 2017 install

I recently tried to install Quicken 2017 and when trying to open it or Quickbooks I get >NET errors. I ran sfc /scannow and it found corrupt files but says it's unable to fix them. Any help fixing these without having to re-install Windows? I have attached the section of the CBS.log file that shows the Cannot repair errors. The whole log was too large to upload.

I don't know what Avast is so couldn't say whether it's been on the computer.

Ran the Repair Tool. It ran successfully so I then ran dotNetFx40_Full_setup.exe to try to re-install it, but it failed. Log is shown below.

Clicked on the Next button from Repair Tool install and it came back saying "The tool is unable to resolve the installation issue on your computer". It generated a bunch of logs and put them in a .cab file.
