Network problem: some downloads fine, some quickly tank to 0 b/s

I'm running Windows 7 64 bit in Bootcamp on a Mac. I've done this before on my other almost identical mac with no problem. My problem now is that some downloads are inexplicably terrible. And by terrible I mean they slow down to 0 b/s after a short amount of time. Others are fine. I downloaded a game on Steam, for example, and it was several GB in size and got about 800 kb/s minimum, often more. I can watch Youtube videos without any problems. However, I try to download a Microsoft Framework NET file and can't even get it to finish. Same with other files. I tried to get this program off a forum to use a PS3 controller and it wouldn't download. A friend of mine uploaded the file for me on Mega.nz and I couldn't even download it from there either.

I tried both with wired Ethernet connection and wireless. The behavior is the exact same either way. I also tried booting into my Mac partition on the same computer and am able to download those exact same problem files without any issues whatsoever. The obvious conclusion is that this is a Windows problem. It's driving me absolutely insane.

Does anyone have any suggestions? I've tried doing things I've seen suggested elsewhere such as renewing IP and DNS flush which did not help at all. There must be some setting somewhere that will fix this.
