New Custom Build - Windows 7 stuck on "Setup is preparing you computer

I'll cut right to the chase; I built my new computer and I'm installing Windows 7 for the first time. Its stuck on "Preparing your computer for first use".

Methods I've tried:
Startup Repair via Disk
Unplugging my disk driver
Resetting BIOS

Specs:
GTX 960
1TB WD HDD
Gigabyte H170M-D3H
16 GB Ram DDR4 Hyperx Fury

This is very frustrating and I really wanna get this up before Spring Break ends ;~;

Hello and welcome UNITION now just what media are you installing from disk, stick, ISO, OEM, or retail??

Also and this may sound too obvious is the drive a spinner or SSD and is it new?? I am also guessing you have EUFI BIOS and I am wondering what you have set it to for booting etc
