New PC wont load

As a test unplug your hard drives SATA connector and try booting from the DVD again. If my hunch is correct you will get a No operating system found, please insert system disk, or similar message. I think the flashing cursor is because your system is skipping by the DVD and still trying to boot off of the hard drive. When you used this DVD on your other systems did you do a clean install or did you run the install from the previous version of windows? It might be a good idea to put that DVD in one of your other PC's and verify it is in fact bootable. If some one knows of a good utility to do that would they please post it, I have to admit thats one thing I'm not up to speed on.

well i just used it to delete everything of my hard drive so im guessing it still works?

OK, now we are getting somewhere, the DVD is bootable so the problem is with the motherboard or optical drive. If you haven't already reset your BIOS to fail safe defaults and double check your BIOS and make sure the DVD drive is selected as the first boot device. I would still like you to try disconnecting your hard drive SATA cable. I want to see what the BIOS says when the POST ends.

What is the exact model number of your motherboard? What SATA ports do you have your drives plugged into? Make sure they are not dedicated RAID SATA ports.

The DVD drive is fine i took it out of my mates PC after i fixed his pc for him

Did removing the DVD drive, fix your mates PC.

There not raid there like AHDCI or something i can change the settings of my sata ports

Sata 1,2,3,4,5, or 6?

If your drives are connected to SATA ports 1 & 2 try moving them to SATA ports 3 & 4. Ports 1 & 2 are SATA III and 3 to 6 are SATA II. I would at least move the DVD drive to one of the SATA II ports. Why waste a SATA III port on an optical drive.

I don't know why you can't boot from the DVD?

I would read the motherboard manual and do a reset (usually involves moving a jumper on the motherboard). Then, I would install one RAM module and your video card (if you don't have onboard video). Boot and see if the BIOS starts. Load failsafe defaults, then reboot. Enter BIOS to verify it works. Shutdown. Install the other RAM module, boot and verify you can enter the BIOS. Shutdown. Connect only your DVD, then start the computer. Verify you can boot and you get a message about a missing OS/media/etc. Shut down and connect the hard drive, and repeat the above actions.

Post your results.

In the meantime, verify the RAM you bought is compatible with your motherboard. Also check for any BIOS updates, and if you find one, download it to a flash drive and follow the BIOS update instructions in the motherboard manual.

Guys I believe his BIOS is UEFI. I'm not familiar with that. Is there any special procedure required that differs from the way one would install an OS with a conventional BIOS?

No, only when trying to delete the BIOS password, removing the battery will not reset password.
