NIC upload problem

I have a 10/100/1000 Intel NIC that is having upload issue. I went to speedtest.net and the download would be fine but when it's testing for upload speed, it failed.

I did put in a new NIC and that card works fine but it causes Windows 7 to be very slow at starting up and when launching FireFox so I went back to the built-in NIC.

Any suggestion how to to resolve or troubleshoot this problem is much appreciated.

That sounds more like a software problem (the slow start up) or a local network problem. Do you have a router with some costimizations done to security and access? Are you running any software firewalls?

Yes, I do; however, I can bypass all that and connect it straight to the cable modem and I would still experience the same upload issue. I have tried disabled MS built-in firewall and upload speed is not improved.
