no bootable device- insert disk and press any key

I have changed boot manager to DVD drive, f8 key does nothing, same with old HDD and new HDD.

Are you trying to just boot from the DVD or only because the HDD isn't working?

My Mom brought her computer to me once with that error and the HDD just wasn't plugged in all the way.

If you want to change your booting priority, go to your BIOS. While your computer starts rapidly press 'delete' button and set the 1st boot device to your dvd drive. and please check the wires that is connected to your HDD if you have recently opened your PC the wires might just not properly connected. Does it boot to a bootable CD/DVD ? ?

What do you mean by boot manager ? ?
Or was it the BIOS boot priority you changed ?

No. I changed the boot manager to boot to the DVD drive, but it won't.

Have you tried already changing the 'priority' on your BIOS? just dont change anything except for that in BIOS because you might brick the system. Just change the CD/DVD drive as the first boot priority and then save and restart. Insert the installation disc of your OS and now is should boot to your disc. Do not re-install the system yet, but try to choose the 'repair' and try the tutorial i have posted above using MS-DOS (command prompt).
