What are your PSU issues?

When I turn on the computer it seems to be jump starting it's self, I hear the fan go from high low 7-8 times and the light on the on/off button dims and brightens when the fan get's slower. After this 20 second process is over it boots up.

If you are still running the stock 300 watt power supply its not enough. That card requires at least a 400 watt power. In any case what you describe happening on startup can't be good for your system and I would recommend fixing that as soon as you can.

EDIT: You may want to check your hard drive for errors. Right click the drives ICON then go to properties > tools > check for errors.

What is the brand and name of your PSU, I want to look it up to see if it really is good. There are some PSU's that even with a high number of Watts, will suck more than some that has a lower number. The power output is not the only thing you have to look on a PSU.

I was actually getting close to suggesting that. Another option would be to try doing a repair first, and if that doesn't help a clean install.

The power output is not the only thing you have to look on a PSU.

I think I know where you're going, number of rails and current rating of each rail.
It looks like it has two +12v rails @ 18 amps each. It's conceivable he's overloading one of his 12v rails but I wouldn't exactly call his system a high power system. No offense meant Irunongames, I just wouldn't class it as a high power system. Still you could try swapping some of your power cables around, I'd start with the Video card if it has an PCIe power connector. Actually that has me thinking if the video card has that power connector and you don't have a power supply cable plugged into it that could cause some funky things to happen. It sure sounds like something power related is happing from the description posted.

Glad you got it working, sometimes it is easier to just start over with a clean slate.

Tell us if you still have problems that seem to have to do with the power supply. If you do though, maybe you got a faulty power supply, which is usually very unlikely.

That is 99.9% unlikely because I get the same result with two different power supplies.

That is not normal! It's also likely to damage some of your PC components. When was the first time it happened, and what do you think changed to make it happen?

It only happens when the 5750 is installed.

A quick look at the system requirements for a 5750 shows that a 450 Watt or greater power supply with one 75W 6-pin PCI Express® power connectors is recommended. My guess is if your current power supply had a single +12v rail instead of 2 you would be OK. I don't think you have the correct power supply to handle that video card. I'd bet money on it.
