Solved No service is running, only started

I have wanted to update Microsoft Windows 7 on computer of my friend, but I have got error, that Update service is not running.
After looking on table of services I was very surprised: No service is running, but enabled service are in state "Started".
You can see it on screen-shot.
Please: What is wrong in this system? And how to correct it?

follow this thread, fix included, he is not alone MS foul up, just for a change

Thank you very much, Torchwood, I have turned clock 1 month back and Windows Update seems to be functioning, I hope that the update will fix issue with all services.
