I have no clue on whats going on other than it just began to happen when i did a system update on my compaq laptop it wont let me install nore uninstall for some reason it would be very helpful if anyone can help me with this error so i can install my norton security suite. thanks:)

Let's start by trying this :
1. go to start and type "cmd" right click and Open up with admin....
2. type sfc/scannow
3. If it finds errors, restart the computer and repeat steps 1 and 2 about 3 more times. (With reboots in between each)
Please provide feedback with how this goes, so we can try further solutions if the problem still exists.

EDIT : IF you want to remove norton use the attached tool. If you do remove norton i highly suggest using MSE as your new antivirus. MSE : http://windows.microsoft.com/en-US/windows/products/security-essentials
It is low resourced, highly effective, and free. I use it on multiple pc's. Not to mention over time i have found that norton does like to cause some BSOD's, and errors like the ones your being troubled with.

..and for future reference always snooze or even kill your antivirus process before updating or upgrading, windows. Through no fault of it's own (it would actually be because it's doing its job) antivirus software can cause problems in situations where windows files are being updated or altered in any way. While normally this is a good thing, in the event of updates/upgrades it can cause issues that will later be hard to nail down.

Whilst this might be sensible advise I have never done so and not had any problems in a decade using NIS with both XP and W7.

As all security software it's an individual basis.
After dealing with probably 10,000 computers in my life I have developed the opinion , based on my own working experience that the vast majority of antiviruses are practically time bombs.
Fortunately usually when one becomes problematic just removing and switching usually solves the problem.
Or even as you suggested sometimes uninstall/reinstall.
It doesn't change the fact that I have a massive amount of experience that tells me antiviruses are not perfect, none of them. Well a couple of versions of NOD32 seemed really solid all around but that was years ago.
