Not Your Average Recycle Bin Issue

I've been all over the web today trying out different solutions to this issue.

I normally leave my PC running 24/7, however I shut it down last night as to change out a power strip. When I booted it up this morning, the first thing I noticed what that the Recycle Bin Icon was just a Blank Page Icon. Hit F5 hopping that it was just a fluke. Didn't change anything.

Right-Click on the bin and I get "Open, Rename, Create Shortcut, Properties" That's it. When you click on properties, you get an error message "The properties for this item are not available"

The $Recycle.bin folder is still there on the "C:" Drive, and also on my storage drive, "E:". I can still delete things through the bin, but I have to click on them and hit delete on the keyboard. There is no "Empty" button when you open the bin up, or when right clicking.

I've done this "rd /s /q C:\$Recycle.bin" thing for both drives, changing "C:\" to 'E:\" for my other drive as well. Doesn't do a thing, I'm assuming because the folder itself is there.

Thoughts?
