Odd lines randomly appearing horizontally across screen

(i have no idea what the issue could be for, so I'm placing it in this. move this when we find a definite problem)

Hello, I have been having an issue with my HP Notebook 2000.

Every few months or so, odd lines dice my computers screen horizontally (sometimes, depending on the place its in, the lines may also have some stray pixels in some parts). The colors are only white and black (to what i can tell), they are only one or two pixels wide, and only appear on the screen for a fraction of a second. Another portion of this is that it is screen-dependent (i guess that's how to put it) For example, the lines appear in a different place whether or not I'm not a certain tab (aka the lines appear somewhere else on Youtube than Google) or when I'm on a different area of a webpage, by lets say, scrolling down.. It does nothing to any files, but it has been going on for quite a while, annoying me, and I would like it removed, as this has been going on for around 1 1/2 years.

I would take a screenshot, but again, it is difficult, as I don't know if it's the memory of my computer, or just a screen issue, and with the fact that it only appears for a fraction of a second is another gripe of getting a picture.

I want to believe it's a graphics card issue, however, I haven't found any concrete evidence leaning to this. And if it is, I have no idea how to resolve this.

Check the routing of the video cable from the display to the PC. Sometimes if they are routed near power cords you get artifacts like that on the display.
