One CPU core maxed out

This issue happens randomly and only hard restart fixes it:
basically sometimes the computer goes crazy. It starts even before loginning in. Password takes a lot of time to type (those dots appear extremly slowly). However it does allow me to log in. When I check the task manager it looks like this http://i.imgur.com/SMxqyQa.png . I've ran full system scan with norton and malwarebytes but they haven't found anything. I was wondering about driver / bios issue but I am not sure how to track it down. Also, all drivers are up to date with gigabyte and intel website.
Btw when the pc is in this state, shut down doesnt work, it stucks on the shutting down message and I've given up after 10mins.

btw I do have a second computer which has almost excatly the same specs as this one but it has windows 8 pro x64, doesnt have those HDDs in raid and has only 60GB SSD drive and that works perfectly fine.

Well; I would start and check to see if there is possibly a bios update for your system. Also; Once you are in windows check for a possible update to the chipset driver(s) and if there is download and install that and see if it resolves the issue(s). If not post back and we can go from there.

Also have a pretty bad speaker setup which is a klipsch promedia 5.1 surround speaker setup with huge subwoofer and lg blu ray player/writer. Also a hp officejet pro 8600 plus wireless all in one and a logitech s7500 webcam.
go to malwarebytes.org, D/L malwarebytes antimalware, install it, run it, let it clean what it finds...

(That's quite a few 'svchost' instances you have running, I'd suspect some sort of malware...)

How about going back to an earlier restore point - or has this problem be around for a while.

In your screenshot it shows that your using really high cpu usage on hardware interrupts and dpc calls. This generally means hardware conflicts and/or driver conflicts. Try looking in Event viewer and see if there are errors. This is a proble that is hard to figure out. Try updating any drivers that may have an update especially the motherboard drivers and bios. Good luck.

Bill has a good idea. Run this program. If it shows a lot of red bars, then you have a driver problem.
