Solved OpenCLL.dll not found error

Ok. I am trying to be cooperative. I'll see if I can do this instruction though I'd like to know where it's going. Will get at it soon. The HD is still usable and it is a backup mirror system.

The screen shot shows what I found. A lot of the tabs showed no activity. I set the filter from manage to all or whatever b/c I don't know how to use it. Back at the Gropu plolicy wondow you see the last item of settings with a long list of things. I went trhrough the entire list manually with the slider and all are marked not configured.

Anything else to open up I'll have to get advice. Most of them show no activity. I'll recheck something I missed-- to look for Windows Defender if I can find that....

I am pleased with myself. I was able to use the filter keyword ' defender ' and actually got a hit. That is in the second screen shot.

It's in that first group where I had not seen anything open at the 'caret' or whatevs, so I don't know how it opened. Some step I missed.

the linked item just says (quoting it) Double check wether you have the right OU.
I'm guessing you set this GPO:
Local Computer Policy > Administrative Templates > Windows Components > Windows Defender Antivirus >Turn off Windows Defender Antivirus.
If you disable or do not configure this policy setting, by default Windows Defender should run.

If it doesn't check the Registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender
If you see a DisableAntiSpyware key there, delete it, restart and check again

I haven't tinkered with any of this.

The second screenshot is why windows defender isn't loading. All you have to do is open that up and set to disabled or not configured.

Double click on it. Then change to not configured and then apply or ok.

Today I did the operation. But a reboot gave the same error. At this point I saw a bunch of options below-- check boxes which can be turned on and checked individually. What is all this for in the real world outside of Redmond?

I keep at this because, frankly, I know I'll need sevenforums in the future for other things. But this makes me feel like a rat in a maze-- something designed to keep out the pedestrians, so to speak.

I also had a problem _finding_ that filter box again from the menu. There's just no end to it. And no fix.

I have a new screen shot of something esle that didn't work below called Windows Fixit.

But the name of this Error is WindowsDefenderDisabled has stopped working. That sounds like an executable program.
Anyway everything I tried in Group Policy set to nonconfigured jusr came back on reboot like a bad penny. I did the procedure, checked the box and it remained the same.

Today I loaded msconfig. Defender is in there so I tried to turn Defender off by unchecking it, doing limited program load and things that are in there. Turning off Services closed off my homenet so I went back to normal bootup.

I think I had the Defender error off at one startup with this practice but the error message is back once I returned to normal
boot. Perhaps I can selectively turn on the network elements needed. Services is a nightmare. I don't know what effects what even as I read the titles and earlier ( a couple years or so ago) I went through all of them -- 240 or something.

A sceen shot of services Security Center properties. Yes it is on and on Automatic but as you can see
the true autmatic is not set, that is an option with the down arrow for those properties. I have not changed it.

I have not altered any Services settings at any time to my recollection on this HD. Earlier I may have used the word App
just as another way of saying program-- executable. I have no mobile-style apps at all.

Windows defender setting is further down the list

i see you have Farbar, FRST on your comp
please run it and compare the reuslts against the sanity check tool reported possible infections

I know Farber was mentioned earlier. And yes I have it. It was recommended by Bleeping Computer. As I recall there's
reports to run and a perhaps long queue for Farber to analyze. I'll get at it and say when I have Farber run.

Also will look at that other service mentioned.

I'll adjust that in properties.

I also ran Farber. I have the logs on that but did nothing with it regarding fixes.

What is the mechanism that could change Services settings externally? I never mess with any of this.

I tried to change Windows Defender Service from Manual to Auto, then press start-- the action is interupted and the
operation does not complete. Would you like a screen shot of that? How many of these obstacles to completing an operation can there be? Ok I might as well make the screen shot of the error while I'm making the message..

You can say how to do Clean Boot and I'll say if I know how. If it is CMOS reset or some such, yes I can do that.

Today I was looking up the Clean boot procedure. More than I thought but I took the first step of making an Admin Account that can be later turned off.

-- > When loading the Admin account to test, the error message did _not_ appear. Logging out and logging in as my user
showed the error message again. My user has all the admin privileges for day to day things.

Loaded the Administrator user once more. My Homenet workgroup did not need to be setup again.

Is the problem specific to one user? I'll try the clean install but following multiple instructionss takes time. My concentration is not good for remembering long (or even short) lists of instructions without starting and stopping constantly. I have seen one tutorial for the Clean Install-- you may have others.

Ordinarily I tell people to undo those changes as soon as possible since they may disable AV but you say you have none installed.
