Out of range after post screen

(PC) The problem is even more complicated but first I wanna regain an access to Win Recovery and command window. In general my monitor pretty much dies since a good while. The power button keeps flickering for sometimes even maybe 30 minutes before it kicks in. But I still had an access to Win Recovery screen.

Here's what sometimes happens, sometimes it does, sometimes it won't since my system crashed with 0x490 error saying something about usb or drivers.

I'm on mobile so it says add files or drag and drop. Neither works even though after tapping"upload" a circle animation seems to be loading it somewhere and after Done there is that server error notification i mentioned before. It's JPG format phone picture, about 2mb. I choose from a computer. If needed then I'll upload from URL.

So I get pixel like huge green pixel like Windows Recovery Error and then Out of range rectangle appears (it's a VGA old "22 LG FlatronW2234S, plugging cable in and out doesn't help).

And then Power Saving Mode notification appears when resetting. I don't know if that's relevant but I've got F9 and went to Xpress Recovery 2. Saw the options that seem to be useless and hit ESC. Then it prompted if I wanna reset. Confirmed and then lost monitor control. Maybe it somehow changed my native resolution and frequency. But then why it still even shows post screen and bios? My mobo iirc is Gigabyte Ga-MA770-UD3, Radeon Hd7700, AMD Phenom x4 64 9000 something (AM2+ for sure and first gen). 8GBRAM DDR2.

Also can't access Safe mode cause after pressing F8 i always get a green vertical rectangle and Spanish Ñ letter next to it but that problem exists since many years and probably is caused by mobo or it's software. Never updated/flashed it though.
