Overclock AMD Phenom x4 9950 2,20 GHZ

Hello guys, I'm newbie but I read a lot of about overclock, I try to sketch my pc configuration.
POWER SUPPLY: SAGA II 500w
CPU: In title
VGA: Nvidia GTS 250 1GB
RAM: 4GB (3,50 usable cause 32 bit)
HDD: 232GB Western Digital WDC WD2500AAKS-00VYA0 ATA Device (pirifrom)
My cpu cooler is default but my pc has 4x more ventilators (fans?), 2 in side but each of one slower and sometimes doesnt start automatically, I have to touch and it starts. (I upload a photo, dont know it's important or not, you can see 3x and 1 in back).

How many tuning do you recommend and what voltages would I check, what is dangerous, what is safe, more to know?

(Hope you understand me, my english isn't good but understable I think :P)

First of all, if you're going to overclock that CPU at all, you need a better CPU cooler. The stock one just won't do the job. That processor runs hot, and overclocking it will only make it worse.

Second: Why are you trying to overclock it if you're going to sell it? You might damage it and then you wouldn't be able to sell it.

You shouldn't overclock anything without knowing the specs for the CPU that you're trying to overclock. Here are the specs for your CPU:

AMD Phenom X4 9950 Black Edition - HD995ZXAJ4BGH / HD995ZXAGHBOX

Note that those specs are for the 125 Watt version. There is also a less common 140 Watt version. You didn't say which one you have, so I assumed the more common version.

So like I said, don't try to overclock it until you get a better CPU cooler, like a Hyper 212 EVO, or an all in one water cooling kit.

I think my 4x ventilators can make the great cooling, I dont wanna overclock to 3 ghz, max 2,6 or max 2,8. Still should buy a new cooler?

Didn't you read the spec I gave you? The maximum temperature for that CPU is 61 degrees C. I strongly suggest that you don't overclock until you get a better CPU cooler.
