PC shutdown not working, new W7 reinstall

Hi SF Community!!

After 2 weeks of hair pulling troubleshooting a random but daily BSOD problem, I finally fixed it, it was the PSU.

In Any case I formatted C, reinstalled win7 and with it a lot of drivers and about 200 win7 updates. Now all seems good... Apart from restart taking a 5 second delay at off stage (which im ok with but use to be faster) But whats troubling is that the system does not go to complete shutdown, the fans and light are still on after strat ---> shutdown

PLease help still cant get the regular shut down to work, i need to leave power button off for 5 seconds for PC to shut down
