I think they are, Pebbly. I glanced at the rules and I believe the top 5% are chosen. Then it goes in front of a committe who chooses the winner using several criteria such as need and which will benefit most from winning the prize.

Hi y'all! I just got a pic of amber and her mom, Dawn, as they were going to work tonight. Needless to say they are both happy she has made the semi final list.
Amber said she was notified on the 13th. From here the judges will go through these picking the best stories and determining need etc. The winners, at least 3, will be picked on the 20th and announced on the 31st.
