personalize doesnt opens and control panel too...

i am using windows 7 professional.Personalize and control panel are not opening although i had not installed third party manager.Please help me out:(

When did this problem start and what have you installed recently? When did you install Win 7 Professional as I don't think the Professional version was pre installed on your laptop??
