Even tho you have W7 installed, thats not what it was shipped with, was XP.
The product key COA on the bottom will likely state this also, and the key will not work, as you have found.

So the question becomes
Who installed W7 and where did it come from, your answer could provide us with a way forward
As much detail as possible please

This is a very low spec model if we can sort things out you will only be able to run the 32 bit version, unless you have added more RAM.
The Dell pages do NOT provide W7 drivers for that model, which is likely why you cannot connect to your hotspot and could affect other services.
