I have noticed that when i launch speedfan 4.47 my -12v line is -16.97?!?!?!?!?!?!?!?
I am sure that is not good, so I am asking fore some advice? What can i do, or should i replace the PSU with a new one?

I wouldn't assume Speedfan is correct.

I'd give it more creedence if I knew that Speedfan previously showed some other value closer to 12.

But I'd test by some other means regardless.

Try some other softwares like (Open Hardware Monitor) and check if it will give the same readings as speedfan

Don't worry about that. The -12V line was only used on very old motherboards with ISA expansion slots. Some PSUs don't even supply this voltage, and the pin on the 20/24 pin ATX main connector where this voltage would be found is often not wired to the PSU.

Your voltages look fine to me. As I stated above, the negative voltages (-12V and -5V) were only used with the old ISA expansion slots (some add-on cards required these voltages), and are not used in modern computers.
