[Problem] Can't Register Dll

Hi, sry in advance for my bad english this is my first thread.
I have a PC in with Windows 7 Ultimate x64, user with administrator privileges, UAC disabled, Antivirus disabled, Firewall disabled, and yet I still can not register a dll, i'm running cmd as administrator and doesn't work.
Any Idea?

Can you please make it a bit more clear ? Why do you want to register a dll separately ? What the dll is ?

Thx! I'm using SQL Server Management Studio, and when I try to use the import/export wizard this error pop-up :

I search the internet and all the solutions says that the DTSPipeline.dll need to be register, but when i try to register i got this error :

And then i try to register any dll but could not register any.

So.. the problem is not only with SQL SERVER but you want to register any dll, so I consider it a problem of windows so I ask here.
