I have a really strange annoying problem.
I have a problem saving files opening files in all application.
For example i will create an image in photoshop go file save as jpg or any other extension then click save and nothing will happen i can click save 100 time and nothing happens.... then i close the dialog box and repeat the save as and it works on the second time.
I have the same problem in reverse also ill try to open a file by clicking open button and i can click 100 times and nothing happens.
i close the dialog box and try again and it works fine.
this happens in all my applications. and even email.
PS it does not happen every time its spontaneous.
Ive replaced my hardrive and reinstalled windows 7 and i still have the same problem.

I had something similar to this on W7. I did not have a problem opening files. But saving under Program Files (x86) or plain Program Files generated an access violation. If you are the only user on the system you could Take Ownership using the shortcut in the tutorial.
Do not take ownership of the whole system volume as that might stop it from booting. I did the same thing on Windows 8.0. It is even fussier than Seven.
If you reinstalled the system that should obviate running sfc /scannow
but the baffling part is the file open glitch. Do you have some utility that modifies Windows Explorer? Maybe sticks buttons on it or add multiple Tabs? That is the only other thing that comes to mind is something replacing system files with hacked enhancements.
