Hi and welcome to sevenforums

Usually mobo's will only use about 3.3 gigs of 4, unless as antman said your mobo supports pae. My dell supports 3.4 of 4 but even pushing it to the max I haven't been able to use all of it.Ken

How would i do that?

Pae is a check box in bios. You would boot into bios (F-2?) and scroll thru till you find pae. It might say max memory,

I now have a collection of BIOS manuals and driver links - just no developed TOC or index.

i am quite new so i don't know much about this stuff yet. Can pae be bad for a computer in any way?

No. PAE is not bad for your computer in any way. In fact, PAE is good for your computer enjoyment. PAE is not enabled by default because not all computers need it.

Just do not PEE on it.
