Do you have EasyBCD, if you do disable DEP and Enable PAE save and restart and see if that changes anything

Ram over 3.50 in windows 32 bit is not used for the OS. However it is argued that the rest of the ram is used by other programs.

He is referring to using 64 bit and not getting the right ram usage, not 32 bit.

Sleep - Is this an OEM machine?
If so, many advanced features of the BIOS may be locked out to you, such as Memory Remap. It's a part of the Northbridge setup (usually, since PCI is northbridge controlled).
