Well, I uninstalled OS 2010, disabled IPv6 and reinstalled it. Without opening it I enabled IPv6 and sure enough, I receive an error message although it was not licensing. I'm researching licensing now.
I disabled IPv6 and reinstalled over the install, then opened a word document, it opened, enabled IPv6 and it continues to work.
Apparently wither 2's assumption is valid. Additionally, I did not restart my computer at all and word starter is working.
BTW: Restarting after that made no difference Word Starter 2010 still works.
Question: does the below appear when you open Control Panel > System and Security > System?
Bottom of System. In the left potion of the screenshot it should say Windows Is Activated
