Recycle Bin File association error

Hi
I have a problem with the recycle bin in windows 7, I am unable to empty my recycle bin on my desktop (windows 7), every time I do I get the following error:

"This file does not have a program associated with it for performing this action,please install a program or if one is already installed create an association in the default programs control panel "

I have tried doing restore to an earlier time and still the problem persists. I have tried running malware bytes and check disk and still there same problem.
I have also done:

rd /s /q C:\$Recycle.bin

and that doesn't work. I have tried creating a new user area and that doesn't work either. Please can somebody help.

This issue might occur because of a potential virus.
Since when are you facing this issue?
Are you facing this issue after installing any Windows Updates?
